All dogs and cats residing in the City of Los Angeles must be spayed or neutered unless they meet certain medical criteria, are active show or service dogs, or are licensed for breeding purposes. Stiff fines and penalties can be assessed for persistent failure to comply. If you adopted your dog or cat from an animal shelter, state law requires that they be spayed or neutered before you will be allowed to take them home unless there is a valid medical reason for delaying the surgery. Section 53.15.2 of the LAMC.

For 53 years, the Pet Assistance Foundation has been helping low income, disabled and seniors pay for spaying and neutering pets. They are an all-volunteer organization that has branches from Antelope Valley down to south San Diego.  The Pet Assistance Foundation pledges money to carefully-screened vets who are low-cost for spay/neuter procedures.

Pet Assistance Foundation is here to help you understand that:

*No female dog or cat need have even a single litter. Veterinarians recommend spaying them before they come into heat, as a precaution against reproductive cancers. Puppies and kittens can be altered as early as 8 weeks of age. Cats should be spayed no later than the age of five months. Dogs should be spayed before six months of age. Spaying after the first heat can cost more.

*Male dogs and cats do not lose their masculinity when altered. They are happier, healthier, and better companions. They are less frustrated, less inclined to roam or run away, and will never develop prostate tumors. Male dogs and cats should be altered by 6 to 7 months of age, if not sooner.

*Cats and dogs do not get "fat and lazy" after altering. Obesity is caused by overfeeding and insufficient exercise.

*You will never regain the cost of your "purebred" dog if you breed her. The average cost of rearing a litter of puppies to an adoptable age of 8 to 12 weeks, along with the prenatal and post-natal veterinarian services, far exceed any profit you will earn.

*A dog or cat in heat or pregnant can be spayed. There is no reason to bring unwanted puppies and kittens into the world when eight out of ten pets are killed because there are no homes.

*If you illustrate the "miracle of birth" with a litter of kittens or puppies, you are lying to your children. What kind of miracle is it that condemns over 500,000 loving pets to death each year in California alone?

The Big Fix Program from L.A. Animal Services offers Spay/Neuter solutions.
Free Mobile Spay/Neuter Clinics, run by the Amanda Foundation and the Sam Simon Foundation, are available to qualified individuals in the city.  These L.A. Spaymobiles are state-of-the-art mobile clinics that provide free spay and neuter surgery for dogs and cats living with income-qualified families in the City of Los Angeles.  If you receive a Department of Water and Power bill, then you live within the city limits. 

Through a bequest, The Lange Foundation is pledging the sum of $1,000,000, effective immediately, to spay and neuter cats and dogs whose guardians need financial assistance throughout the County of Los Angeles. Vouchers to cover the entire cost of the procedure will be sent to pet guardians, designating a mutually-chosen veterinarian near their place of residence. Feral cats will also be included in the program.

SNiP (Spay & Neuter Program) is a low-cost public spay and neuter program offered by the Pasadena Humane Society. They offer low-cost services to the residents of Pasadena, South Pasadena, Arcadia, La Canada, San Marino, Sierra Madre, Glendale, La Crescenta & Montrose BY APPOINTMENT ONLY.
They offer FREE spaying/neutering and FREE microchipping for Pit Bulls and Pit Bull mixes who reside in their service cities, and also the neighboring city of Altadena.
They have a referral list for other areas.

The Sam Simon Foundation mobile clinic provides FREE spay and neuter surgeries to dogs and cats belonging to low-income families of Los Angeles city residents.

 Altering Animals and Attitudes

Clinico, Inc.'s mission is to substantially reduce animal shelter intake by providing high-quality, low-cost spay/neuter services to underserved communities in LA County. By providing these services in targeted areas and promoting the message of “saving lives through sterilization,” they can reach the goal of reducing shelter intake and eliminating euthanasia of healthy animals.

Clinico’s plan is to open and operate seven high-volume spay/neuter clinics in Los Angeles over the next five years, beginning in early 2008.

The Cesar and Ilusion Millan Foundation has committed to being a part of the solution through the promotion of spaying and neutering. If animals can't breed, they don't produce offspring that end up in shelters only to be euthanized.

The Foundation has created a campaign that rescue organizations, veterinary clinics, spay/neuter programs, humane education programs, and schools can use to educate their communities on the importance of spaying and neutering. The campaign includes posters, t-shirts, & postcards.

To be considered for the program, you can complete their application form. The Cesar and Ilusion Millan Foundation will review the information and contact you regarding your eligibility. They will accommodate as many requests as they can, but applying does not guarantee inclusion in the program. Priority will be given to those groups that currently offer free or low cost spay and neutering in their communities.

The Bachelor Gets Hitched to Spay/Neuter Cause

Matt Grant, who has charmed contestants and viewers nationwide as the first-ever international bachelor on ABC’s "The Bachelor," also has his heart in the right place when it comes to the protection of animals. Grant has joined forces with The HSUS to promote the spaying and neutering of pets.

In two new public service announcements, Grant co-stars with an adorable mixed-breed pooch and stresses the importance of working to stop the tragic overpopulation of homeless pets euthanized in animal shelters.
